Good Afternoon,
George Washington was our Commander in Chief of our Militia and our First President.
If there was a threat to our nation then each state Militia could handle the problem, being well regulated we could move swiftly to protect the nation either from the English or from a twenty year old with a Tommy Gun.
Congress gave the Commander in Chief (the President) the power to regulate the State Militia's.
