I heard a lady say this morning that the problems with the school system was the interference of local, state and federal bureaucracy . Teachers need to be free to teach as they please and get paid for it. Tenor is only a protection to keep teachers in place it is not a problem.
Stop teaching to please the budget, the state, the government and the test.
No....not free to teach 'as they please' but according to a specified curriculum.
